Abstract
The key findings from this evaluation are:
• The RA Ltd. MAT Standards workshops adhere to the Scottish Government crosscutting priorities to address drug harms and drugs deaths to improve participant
knowledge of MAT standards in the context of a HRbA to services.
• During the evaluation period, 600 participants engaged with the workshops, from 14
ADP areas in Scotland. This increases to 835 to include the workshops delivered
beyond the funding period 2021-2023.
• 32 student candidates successfully completed the RAPA in the period 2021-2023.
• The RAPA offers opportunity for qualified human rights advocates to create meaningful
hubs of human rights expertise that embed the conditions for culture and systems
change. RAPA graduates established the first dedicated rights-based advocacy
service within Argyle & Bute (LASS).
• The work of RA Ltd. via their accredited RAPA have created a group of informed human
rights advocates that emerged from grass roots populations, working in concert with
allied justice and human rights communities that recognise the rights of all
marginalised individuals as rights holders.
The evaluation has revealed that prior to participating in the RA MAT Standards workshops:
• The workforce is unfamiliar with existing UK human rights legislation.
• The workforce (excluding specialist addiction staff) has competing views on defining
addiction and recovery, impacting ability of workforce to implement the MAT standards
to comply with existing medical guidelines on problem substance use in health and
social care settings.
The significance of the work of RA Ltd. in achieving several aims of the Scottish Government
‘National Mission’ has been cited in several publications, including the Dundee Drug
Commission Report (2019), Public Health Scotland Supplementary Information Report (2022),
and the Drug Death Task Force Evidence Paper (2022), and the Scottish government
workforce action plan (2023).
Recommendation:
Reach Advocacy Ltd are directly funded by government to increase the numbers of RAPA
qualified graduates to contribute to government policy aims in relation to workforce
development, to comply with existing UK and proposed Scottish human rights legislation.
Reach Advocacy Ltd should contribute to the development of a rights-based treatment model
of care for people using substances, to comply with MAT standards and ICD 10/11 guidance
on substance use disorders
