Abstract
This article examines leisure from both a philosophical perspective and in relation to Nepal's policy structures and practices. Leisure here is defined as the time during which individuals are free from obligations or responsibilities and are capable of making independent choices or utilizing their time meaningfully. The study is based on qualitative interview with 21 respondents. The study suggests that there is an interplay between agency and structure in the deployment if leisure amongst Nepalis. The study contributes to understanding how much freedom Nepalis have in choosing their leisure activities and to what extent their choices are shaped or directed by social structures. By identifying the obstacles and challenges to the free use of leisure, this article lays the groundwork for policy reforms aimed at minimizing these issues and promoting more equitable access to leisure.
