Digital health: challenges and opportunities in Algeria

Abstract

The COVID-19 pandemic has profoundly disrupted healthcare systems worldwide, exposing systemic vulnerabilities and accelerating the adoption of digital technologies. In Algeria, the pandemic magnified pre-existing challenges in healthcare, including limited resources, workforce shortages, and increasing health services demand driven by a rapidly growing population. Thus, these issues underscored the urgent need for modernisation and efficiency in the national healthcare system.

This chapter examines the evolution of Algeria’s healthcare system from independence to the present time. It also highlights the government’s growing interest on digital health as a transformative solution. Moreover, Algeria’s 2022 digital health roadmap outlines strategic initiatives aimed at enhancing healthcare access, efficiency, and quality through digital solutions. This chapter discusses the opportunities presented by digital health technologies, including telemedicine and mobile health (mHealth), as well as the challenges, such as infrastructure gaps, regulatory hurdles, and digital literacy.

Despite significant interest in the development of national health services, Algeria’s healthcare digitalisation efforts face a lack of academic research and actionable frameworks tailored to the country’s unique context. Advancing this initiative will require enhancing infrastructure, encouraging public-private partnerships, and establishing comprehensive regulatory frameworks to support effective implementation. Filling gaps in academic research is crucial for guiding evidence-based policies and developing tailored solutions to address the unique challenges of Algeria's healthcare system.
