An extension of NTCP model for managing ICT private participation infrastructure (PPI) projects

Abstract

There is an increasing diversity in project types and project management approaches. All the projects cannot be dealt with same project management approach. NTCP (novelty, technology, complexity, and pace) diamond model is one of the famous framework use to assist the managers to distinguish among projects according to their characteristics. However, private participation infrastructure ICT projects are different in many aspects from conventional projects. They are severely challenged with project management, partnership, and macroeconomic problems. Therefore, these projects need a more specific framework to allocate risk effectively and efficiently. The NTCP framework is primarily focusing on the intrinsic characteristics of projects. It may not explain the governance and macroeconomic situation, which are the extrinsic factors of any projects. In this study, we propose an extension to NTCP framework to explain both the intrinsic and extrinsic factors affecting private participation ICT projects carried out in emerging economies. The framework has an additional dimension known as macroeconomic and governance indicators. The proposed framework will assist the project managers to understand projects’ intrinsic characteristics and its external environment to identify right approach of project management. Further, we have applied the proposed framework to ICT private participation infrastructure projects for analyzing their intrinsic characteristics and external conditions in the context of developing countries. Data was collected from the World Bank maintained PPI projects database. Based on our analyses, we have presented a detailed set of recommendations for project managers, practitioners, and governments to improve the success rate of the projects.
