    Abstract

    This paper will explore some of the predominant contextual factors which
    were evident in the environment leading up to the creation of Police Scotland
    in April 2013. By using a PEST analysis key environmental factors are
    identified and discussed in the context of their impact on the process of change
    to policing in Scotland.
