Area of academic expertise - outline

My main current area of research expertise is on ethics, transparency and integrity in education within an international context.  This area is sometimes known as anti-corruption in education.  My main activities in this area are carried out under expert research consultancy contracts for the Council of Europe, often jointly funded by the European Union.  These activities include work on developing the Council of Europe's Pan-European Platform on Ethics, Transparency and Integrity in Education (ETINED).  They also include projects on strengthening the integrity of education in individual countries, principally in transition societies which were formerly parts of the Soviet Union or other Communist countries. 

More broadly, my research expertise also includes research on policy and practice in education, particularly teacher education.  As well as extensive publications in these areas, my research expertise in wider policy and practice is underpinned by my very significant personal experience in senior leadership and management roles in education.  For example, I was the Head/Dean of the School of Education in my University from 2000 to 2009, and I have served on numerous national committees and working groups in Scotland, including a period chairing the Scottish Teacher Education Committee, representing Scotland's teacher education universities.  My broader research expertise also includes my period from December 2010 to December 2013 as Editor of the Scottish Educational Review, the major academic journal in Scotland for the publication of educational research. 

Current research activities

My current research activities focus on my work on ethics, transparency and integrity in education for the Council of Europe (often jointly funded by the European Union).  I have been undertaking this work for the past seven years.  In particular, I am currently involved in the continuing development of the Council of Europe's Pan-European Platform on Ethics, Transparency and Integrity in Education.  I am also currently involved in Council of Europe projects (including  significant funding from the European Union) on strengthening the integrity of the higher education systems in the Western Balkans (Kosovo, Montenegro, and Serbia), having also recently completed similar work in Armenia and Ukraine, and before that Albania.

Desired research direction

I will be continuing with my research activities for the Council of Europe (and the European Union).  My work on the development of the Council of Europe's Pan-European Platform on Ethics, Transparency and Integrity in Education is ongoing, includng specific activities to address education fraud.  My involvement also continues with the Council of Europe projects (including European Union funding) on strengthening integrity in higher education in the Western Balkans (Kosovo, Montenegro and Serbia), especially currently on Serbia.

Research expertise on education policy and practice generally, including teacher education more specifically.  This research expertise is reinforced by personal leadership and management expertise gained through extensive experience in senior institutional and national posts and roles.
